Galactus is the most powerful one he will own the whole list. dormammu/mephisto are powreful in their own realms they are not that powerful outside of it, they are only half as strong in earth realms.

Thanos has defeated Galactus before with no IG OR HOTU, It has also been said that Terminus is stronger than full powered Galactus. So I think it's between Terminus and Thanos which would be epic.

The terms "full" and "normal" powered Galactus are kinda misnomers. His power levels are fluid ( think hulk but on a grander scale) depending on what he's eaten. You would have to designate a particular version of him for any conceivable argument to be made. Next is tyrant and those hell lords although id place mephisto over dorm..terminus and onslaught get honorable mentions. The rest are out of thrir weight class
