Nothing indicates any decrease in skill or force power at this time, seeing as Maul ragdolled Kenobi in TCW- I see no reason why he doesn't repeat that against AOTC Kenobi and proceed to outduel Jinn again. Neither of them are better as force wielders, and this version of Maul is more skilled/powerful than his TPM version in canon.

Two pieces of text from Starwars.com/interviews have conflicting reports on whether Maul is in his prime as a fighter or not. We'll need to wait and see. If he has improved then expect wank. if he has atrophied, expect TCW wank.
