Valkorion and Sidious are the obvious ones. Plagueis and Revan probably have really powerful lightning too. Other than that, names like Malgus, Bane, Nox come to mind.

Anyone who has superior lightning to Dooku deserves a mention imo. And while I don't have Nox above Dooku, I think he has better lightning. '

Since the game makes it clear that lightning is his main thing and most of his main abilities are just variations of lightning, I think he should logically have pretty good lightning even if he had shitty feats. Throughout the game, he constantly uses it in cutscenes to take out his enemies and with such devotion and interest in lightning actualized by Nox who is fairly powerful, I'd say it should be top 10 material. It requires a little speculation though not unlike some of the other names I mentioned.

Yeah, gameplay/story segregation is alive and well in 2016. While Lightning may be Nox's "main thing" they open literally every duel with sabers.

None of the enemies Nox actually kills with Lightning alone are anything remarkable.

Yeah, that doesn't translate at all, and the devotion you're speaking of is nowhere spoken of in game.

Kun's obsidian lightning variant completely bypasses all defensive techniques and tears out the victim's spirit, I'd call that noteworthy.
