Frost is a heat vampire. Last I checked, lightning(especially "ridic. lightning") possesses quite a bit of heat energy.

In simpler terms: blasts of lightning would only serve to amp Frost.

Weather Wizard could potentially win this if he did the tornado in the stomach thing from FC: Rogues Revenge I guess.

But leaning towards Frost as most of WW's other stuff won't affect her (lightning, flash freezing etc) and she can probably do more damage to WW in less time than he can get creative.
