Highly freakin unlikely, given Ultra's genetically mutated white ape body is class 100+ which high evolutionary isn't.

I would say High evolutionary wins courtesy of better toys and more versatility, but NOT physically, and also low viability in a straight up TP or TK battle.

HE's exoskeleton and FF's means he can tank what damage Ultra can dish out with brute force and TK though.

What are some of HE telepathic resistance feats? Has HE ever stolen powers as high as 5-d imps?

UH was almost successful in taking over the planet because of it. Only reason he was defeated was due to plot device. Pretty much every time, too. Even in the new Earth 2 series, it was the same way. Even without such power, he can orchestrate some clever prep to take over the world.

Doesn't need to, imo. He has created a body to take down pre crisis superman, JSA, JLA, etc... not to mention an army of super beings.

No he's stood toe to toe to Superman. He only took on pre crisis earth 2 Supes physically after weakening him with some green K. He's physically beaten the crap out of Powergirl, but she ain't Superman. Also his bidy while having good blunt force durability is shit for piercing or energy attacks. in another confrontation PG burned his bloody badly with heat vision. hes only ever stood up to energy attacks using a personal force field (usually oulls a control unit from his chest plate to activate it)

Using his TK he has thrown around a weakened pre coie Supes, shattered Alan Scots constructs, and slammed the teen titans and infinity Inc teams around. That one involved simultaineously throwing Wondergirl, Nuklon/Atom smasher, Fury and a few others around. He's also dekonstrated being able to affect things on an atomic and energy level (used this to control and move energy ).

TP best feats are matching Brainwave Snr in TP battle (won by threatening BW's son destracting him), and controlling 6 memebers of Infinity Inc from limbo.

He's NEVER taken down the JLA or JSA without a LOT of prep and machinations. HE can do it but he needs to be prepared. OP mentions nothing about prep.

As I said High Evolutionary has too much versatility and should take it. in a prep war I'd give Ultra a shot/chance.

Yes both are super geniuses but the Prep used by ultra to deal with teams like the JSA and JLA has all is involved things that will be considered part of normal prep, like outside help.

To Battle the all-star Squadron ultra created Minions by giving Powers to deathbolt, amazing man, cyclotron, and fairy-tales Fenton. He TP contacted his future self who took over the minds of 6 young superheroes and sent them back for him to control. These young Heroes were traps that the instant a member of the All Stars touch them they were sent to limbo and the members of the secret society of supervillains Trapped there will brought to Ultra to replace the the hero. the resut was Ultra had 10 super powered minions to serve him. all it took to defeat him was for two to turn against him and one to abandon him because he over played his hand.

He pushed Cyclotron to a point where he could no longer be controlled by blackmail over his infant daughters safety. He attacked Detroit city the home town of Amazingman's parents making him question his loyalty. Brainwave Snr pulled out so he wouldnt harm his son.

Likewise when he thought of the day JLA and JSA he recruited supervillains with trickery. Once they had realised that he had tricked them, they turned on him and his plans for the fell awry.

To fight the JSA and take over the world he implanted his brain in Johnny Thunder and took control of Thunderbolt.

All these involve outside help that wouldnt be the case in a normal forum fight.

Now granted I've read nothing with Human Evolutionary for a couple of decades but he'd have to have had a massive bloody downgrade to fall to Ultra UNLESS outside assistance is allowed (the only way Ultra ever takes on A list teams).
