who in the herald tier would be surfers equal, in terms of speed, strength, durability versatility, energy projection/manipulation etc.....

no thor, just to make it more difficult.

can be in any form of fiction.

must be magic only of course

Klaatu or however or whatever the sentient droid was from the Day the Earth stood still. It seemed somewhat like the Surfer, at least when it comes to it's primary purpose. Then again, we can be looking at the very same thing, and come out with different opinions.
