I'm honestly leaning Scourge atm, but would be curious as to the arguments for either side.

Meetra, she performed far better than he did in both fights they were part in.
Scourge killed one guard and the captain by amping himself off of their emotions, and was repeatedly tagged by the Captain one-on-one beforehand, meanwhile Meetra soloed three in the same amount of time, whilst she was near the Emperor, whom is stated to wither and corrupt the connection of Jedi to the light side with his mere presence.
Against Nyriss, Scourge despite having Nyriss' 'ferocity' and a nexus to amp off, got knocked over in one slash by Nyriss' attack because she was so fast, failed to telekinetically effect her, and got sent head over heels and floored by Nyriss' TK hard enough to make him dizzy.
Meanwhile Meetra took the full focus of Nyriss' lightsaber assault and managed to hold her ground defensively before Nyriss' physical advantage forced her to a knee, then Meetra managed to absorb most of Nyriss' lightning with a barrier, but was knocked off her feet.
This was a Meetra that had suffered on Nathema five days earlier, spent the next several days without sleep or rest, and was on a dark side nexus immediately after that, which is stated in the novel to have rendered her attempts at enlightenment basically useless.
Say what you will about Scourge's progress as the Wrath after this, but besides accolades, what Scourge actually accomplishes by SWTOR is killing over a thousand Sith and Jedi, which Meetra has already done. In SWTOR he kills fodder and loses to pre-prime amnesiac HoT in a dark side nexus and in the Emperor's presence.
