Which HIGH Heralds can prevent Surfer from pulling a majority of wins?

People don't realize it but the Surfer actively using his powers to harm another would be difficult to nearly impossible for many of the guys mentioned thus far to win against. Most people that are against the Surfer winning forget to use the times that he has been out to win, and has actively used the powers at his disposal. In a forum match, he is more or less compelled to fight like he means to do some major damage against an opponent that he knows is a threat to him.

Billy isn't beating the Surfer, and he isn't exactly the prized martial artist that many have attempted to make him out to be. Thor's only hope against the Surfer is Mjolnir, if you took that away, we wouldn't even be talking about much. Hal's constructs have been smashed by less than a pissed Surfer, I have no trouble seeing the Surfer winning against him.

Can they beat him on a given day? Some of them really can't, while some may.

1. Superman only. I can't see anyone else besting him.
2. Many as Surfer is reduced to a blaster. His blasts are ineffective against peers.

Definitely not getting a majority against Hal Jordan.

Hal's history of high end feats, especially combat feats, far outweigh Surfer's for my money.

Which is to be expected quite frankly, because Hal has had a lot more time dedicated to him, especially in modern times; He is one of the most important characters in DC, and Geoff Johns' pet character. Whereas Surfer is much more disposable for Marvel and is more of a bit player overall.
