It was directly stated in the Ragnarok storyline that Thor after he sacrificed his two eyes to obtain the power and wisdom of the Rune magic had surpassed Odin who had only lost a single eye to gain wisdom. It's a no brainer that RKT is more powerful than Odin. 10/10 for RKT.

Mind you i haven't read ragnarok in months now... but i remember it more along the lines of...

odin had to make a sacrifice he wasn't expecting.. which was the lost of one eye....

for thor... since the eye had already been given... if he wanted the same power.. he'd need to give two eyes...

i could be wrong. but i don't remember anything about it saying rkt was going to be more powerful than his father... only that he was going to be willing to do something his father wasn't.
