I don't know about dehydrated but two things to mention :
a) He lost his wing ankles during that time period so he lost a lot of his maneuverability and speed
b) Lei was mind controlled but despite that he was fighting the effect and holding back.

All true. Namor still was impressed enough with the Thunderers speed to comment on it. Plus, even holding back, his strikes were clearly hurting him.
I could see arguments that Namor wins, but he isn't murdering him. Not if Matt can keep ahead of Namor over an ocean, and make it a fight.
Of course, Matt lost, but he also doesn't have the ability to hurt cl 100's. Danny does.

Danny could pay someone like Lei Kung or Luke Cage to do it for him, though, he'd get Imperius Rex'd if he tried to offer Namor a subservient role like that.
