Constantine once sealed a door and said that not even God would be able to open it. Was it hyperbole? Is Constantine capable of doing something like that given enough time and the resources? If so, that could be an argument for Batman pulling it off - by recruiting Constantine to help him.
But that would only apply for the Presence, who is the God of the DC universe. I personally am a firm believer, that TOAA is a good degree above the Presence. Presence once stated that he isn't the alpha and the omega in existence. He said that there were forces outside of reality, which were even bigger than him. I assume he was referencing to the comic creators.
And TOAA is the embodiment of the comic book creators. So by default Batman and Constantine can't pull it off, unless a crazy person dresses up as Batman and then goes over to C.B. Cebulski and beats him up.
