They seemed pretty even. Sometimes Rom had the upper hand, sometimes Starscream did, but both were standing by the end.

The IDW-verse is the outlier. He faced down Megatron like a man, and got blown up for it. Then, he came back and ran for president of Cybertron.
The people voted for him over Optimus Prime.
Ever since, he was the best leader Cybertron ever had. Territory expansion, building power grids, transportation, infrastructures. Solving food supply shortages. Immigraton reform.
All good for Cybertron, and Bumblebee and Windblade ruined it all by attacking his moral new compass, getting him to confess all the dirty things he did in power (You know, the odd assassination/murder, fraud, lieing..)
Sure, he was never really "good", but you couldn't call him a pussy.
