Pure h2h fight. Fight takes place in the submarine where Aquaman first encountered Black Manta's father and crew, except this time the submarine is on land so even if they rupture the hull no water comes through.
If the point-blank blast from BM's visor didn't kill Aquaman, Luke doesn't have the striking power to do lasting damage. Arthur will feel his hits, sure, but won't get knocked out unless he lets Luke unload on him.
Luke is extremely impressive considering his Netflix pedigree though. If he can get Arthur in a chokehold or another grappling position where Arthur is compromised, maybe he could do something.
However, I think Arthur's strength is too much. He can punch, kick, or ragdoll throw Luke till he gets him tuckered out like you said Vault.
How do you Luke would stand up to the M203 grenade round to the chest that Arthur took on the sub from Papa Manta?
^Man, I'm gonna miss that show. Since episode 1, the showrunners knew how to convey that this is Marvel's tough, strong brick character.
- Guy tries to deliver a cross to Luke's cheek? He gets a compound fracture in his wrist.
- Guys try to shoot him? Luke walks casually through them, even when they dogpile him.
- Grenade coming at Luke? He just covers it with both hands, completely snuffs out the explosion.
He's also repeatedly tagged IF, who has shot a bullet out of the air, and was able to block hits and get his hands on Elektra, even while poisoned and weakened, and she's dodged and deflected bullets with her sword. Luke has repeatedly shown that he is hardly slow or unskilled when he really has to up his game. But he normally doesn't need to bother, as 99% of the people he goes up against can't do anything to him.
That being said, Arthur has taken hits from the likes of Superman and Steppenwolf without getting hurt, so his blunt force durability is very high. Too high for Luke to win this IMO.

He doesn't have that many pure strength feats on land. One notable one I can remember though is when he forces open the sub door containing the crew, despite it being jammed with a big ass wrench (at least I think it was a wrench) from the other side, bending the metal in the process. Admittedly, that is likely something Cage could also accomplish without too much trouble. His on land strength is mostly via scaling with Wonder Woman and Steppenwolf.
His best overall strength feat by far is the sub lift, which makes him comparable (if not superior) underwater to how Kryptonians are on land, at least based on this guy's calcs:

Arthur was strong enough to easily lift a boulder and shoulder check a falling steeple bell which at they very least is a couple tons based on size. Or was also strong enough to shear off chunks of ship on above water like he did below in he and Arthur's previous fight. Arthur was stronger than Orm but Orm trained harder.
There was him ripping out those metal posts and tossing them at Manta
