Luke Cage has years of feats backing him up so he wins by default.
Although Carver withstanding direct hits from Wolverine's claws was impressive. Yeah I realize that when Wolverine went for Carver's eyes he cried out in pain but I didn't notice any blood. I think he was just startled because when we see him on panel after that there's no sign of any damage to his eye.

Somehow, Gargan can't penetrate his skin with his tail, but bloodies him up with his fists.
Yet, he'll do way more damage to Iron Man then Danny will, or to Doom then Hulk.

Easy to make someone's nose bleed - technically, Gargan's punch still didn't pierce Cage's skin there. Just messed up his cartilages, which apparently aren't nearly as durable.
BECAUSE HULK IS STUPID! CAGE KNOWS TO PUNCH THE ARMOR IN THE SAME EXACT SPOT OVER AND OVER!! EVEN DOOM WASN'T SMART ENOUGH TO MAKE ARMOR THAT COULD WITHSTAND THAT COMBO OF BRAIN AND MUSCLE!!!
