It has been shown/confirmed yet again that Perpetua is the creator of the DC Multiverse, including the Brothers Three and almost certainly Mxy and the 5th dimension. The Brothers even collectively felt they had to call the judges of the Source to stop Perpetua.
I would go with her, here, but man has DC gotten an enormous boost in general.

Why would you think Perpetua created Mxy and the 5th dimension? She created the physcial multiverse, but the 5th dimension is not part of the physical multiverse.

So it's the multiverse map, hence her sons mentioned Gods Sphere and prime universe
The 5th dimension transcends beyond the map, it's beyond Perpetua's creation
