Why do people say this? Because he was inexperienced with his powers for the first two thirds of the movie? And then found his resolve and beat up superpowered opponents?

But none of this matters though. Billy doesn't have a single feat to suggest he can so much as turn Thor's chin with a punch, much less hurt him. He's way faster, but that's not enough.
