Ultimately depends on how you tier PR Beyonder in comparison with TOAA. At the time Beyonder was written, TOAA hadn't been conceived, and Beyonder was meant to essentially be the Ein Sof of the Marvel Multiverse, whereas Beyonder was later retconned (although his newest incarnation, the Ivory King species of the 2015 Secret Wars, still were capable of overpowering the Living Tribunal) and TOAA was introduced as the Yahweh of the Marvel Multiverse. Ultimately, depending on your interpretation, PR Beyonder can be on one of 3 power levels:
1. Ein Sof-level, as Jim Shooter conceived him to be God Before Genesis (aka Ein Sof), essentially putting him at a beyond-conceptual level transcending the omniverse
2. Yahweh-level, aka a prototypical equivalent or "brother" of the TOAA
3. A creation of the TOAA, designed to be above LT but below itself (which is essentially the current Ivory Kings power level)
