no heroes, no villains just straight up civilians and militaries from Marvel 616 and DC's Earth. Things like Shield and whatever DC's equivalent is are on the table.
The creatures that live there can be used to but only no name ones. (No Godzilla,Karathen ,Fang Foom , or Golden gorilla.
Only civilian and military technologies (sword,shield,can be used but no avengers,ff4, etc.)
I don't think many of these organizations, like SHIELD, AIM, or the DEO, can ever truly be eradicated. There's also just too many obscure and outlandish tools and resources at their disposal. Sometimes it even feels like the heros wouldn't be safe if these places really wanted them gone.
A victor for either side seems unlikely. It'd just be an eternal war or them agreeing to some mutually beneficial compromise.
DC has a relatively better military setup (ARGUS) as well as the Amazonian and Atlantean armies. With SHIELD gone, Marvel doesn't have a central military/response of sorts.
That said, if Wakanda is allowed in, then they alone would be a formidable force (and that's not counting the Wakandan galactic empire forces). If Latveria is also allowed in, then the Doom bot forces with Wakanda make it a wrap.
Even then, general country military response would be better (though not by a large margin) in DC. That could even the tides in terms of numbers.
Given that SHIELD no longer runs, making Marvel coordination less effective compared to DC, DC has the better military discipline and numbers, but Marvel's tech via Wakanda and Latveria arent making it easy.
Imma go 50:50. It's superior tech (Marvel) versus better co-ordination and numbers (DC)
