In Marvel, having strong willpower serves as a first-line defense against forceful telepathic assaults like being dominated, possessed, etc.
But subtle approaches and things that directly manipulate sensations aren't really things that willpower will defend against, especially approaches that also incorporate psychological manipulation into the psychic attack.
I'm assuming willpower is a major factor for DC telepathy as well, but most if not all of the telepaths on this list are all skilled enough to easily employ subtle and finesse-based techniques to manipulate their target, even those with strong willpower like Superman.

Trying to use telepathy against Superman possesses great risks. Once, a group of powerful telepaths combined their forces in an attempt to breach his mind. The consequences were twofold.
Firstly, the attempts to use telepathy against Superman proved so hard that the telepaths quickly became exhausted, mentally and physically. Soon they were on the brink of death. Secondly, Superman's mind-scape (or whatever glimpses they got of it) proved so good, noble and hopeful, that the telepaths became addicted to it. They could no longer stop themselves, but kept pushing against Superman's mental defenses until they died of exhaustion.
Willpower in itself is and never was a defense against TP. A character has to have innate resistance already. Willpower can increase that resistance ONLY if the tp is weak enough (or their natural resistance is strong enough) to give them the chance to add willpower to ghe resistance.
For example, Professor X once made the avengers, etc go to sleep. Willpower didn't play a role. It was bypassed altogether.

Well, I guess it is debateable if it was the same Max. After he got resurrected by the White Lanterns, he seemed more powerful.
