Classic Barry was the creator of the cosmic treadmill. Machine that allowed him to travel through time. He's also proficient in Chemistry, forensics, and criminology.
The Cosmic Treadmill is one of those Lex Luthor "ray gun from junk" Pre-Crisis type moments, you just have to go with it. I don't recall it's origin being retold Post-Crisis at any point.
Anyways, in terms of who is smarter in regards to scientific capabilities and acumen, Blue Marvel all the way imo. If you want more concrete feats, there's his teleportation equipment, bases, different experiments (I don't remember them all), anti-matter gear and so on. Barry Allen is obviously intelligent being a Forensic officer, but he's basically as smart as you'd expect someone who graduated University and applied himself to be. He was always the brains of the Flash family with his Flash facts and so on. That being said, this is like Reed Richards vs. Peter Parker on a lower scale.
Yes, he has the Cosmic Treadmill, but Thor was also a super genius in the 60's as well. That doesn't mean he's on Adam's level either. Not to mention there was some Speed Force shit going on. IIRC, he saw it in his mind as he was lost in time or whatever. He himself doesn't know it's origins, just it's purpose.

LOL at using Pre Crisis fts. Golgo if you come in here and say you are using Pre Crisis Flash, it proves that you are intentionally making spite threads to favor DC.
The Cosmic Treadmill exists in the Post Crisis. The origin remains the same, Barry built it.
Using it as some indicator of him being a super genius is not a very accurate description of the character however based on what of Barry before Flashpoint, all though his existence was brief.
If you know this, then why is it relevant? I mean, some well trained monkeys can put items together, but it's not really reflective of their intelligences.
I agree, it proves he's very a capable and intelligent but there's a difference between that and a guy who's intended to be competitive with geniuses like Tony and Reed in his field.
