Doom IMO is too tricky to hand most characters the instant win over him. I think that his chances would actually be pretty good here, because as powerful as Monica is, Doom’s armor isn’t just some Dungeon & Dragon’s suit made of plate steel. It’s a lot tougher. It has onboard computers, and options that allow him to push Ironman to the brink.
Monica’s power set would likely be well known to Doom. Look at how quickly he dealt with Count Nefaria. Monica would be more challenging of course (due mainly to speed), but I feel safe in assuming that Doom’s armor could withstand her first attack long enough for himto counter her powers with tech, and even magic. Notice how long that it took the Invisible Woman to breach his armor’s defenses. He was also had no interest in fighting Susan with everything at his disposal, so there’s that as well.
On the other hand, she was able to breach his armor with her powers, which would be one of the reasons that Monica may be able to defeat him as well.
IMO Doom wins 7/10
