On pure archery alone, Green Arrow should win. Problem is Legolas has superhuman stats, plus the fight takes place in a forest.
So with the option for h2h combat and a homefield advantage, Legolas wins with Green Arrow taking 2nd place.
Hawkeye comes in 3rd. He has some crazy trick shots but he's not quite as quick on the draw nor as combat efficient as the other two.
Robin Hood takes 4th place. He's the fastest shot among all of them but is sorely lacking in combat feats against decent opponents.
Rambo, as badass as he is, can't really compete in an archery contest with the rest. His main schtick was shooting grenade arrows but in this match we're sticking with no-trick arrows. He'll mostly pose a threat via camouflage and guerilla tactics but I'm not sure that will allow him to win what is mostly a bow 'n arrow shoot-off.

Not exactly Looney Toons level but he does have 8 seasons worth of feats to pull from.
I will say that he's a faster shot than both Legolas and Hawkeye (though slower than Robin Hood) and he's more acrobatic and a better fighter than Hawkeye (though not as good as Legolas).
Mostly though, it's because he's fought and beaten higher caliber opponents. Like, he was able to beat The Flash in a one on one fight.

This wouldn’t be just about accuracy though. You also need to take into account how fast they can shoot and how versatile they are in making their shots. Hawkeye can match (and maybe even best) the other two in accuracy but he can't keep up with their agility and mobility. And while he's not a slow archer, he doesn't exactly rapid shoot either.

Oh yeah, he's ridiculously fast in that show but he's also extremely inconsistent and prone to PIS and CIS. One moment he's fast enough to travel through time then next episode he gets punched by guys like King Shark.
