Hiro stops time for everyone but him(he has done it on a worldwide scale), Matt Parkman(Telepathy) and Peter Petrelli(Power Copying). Matt starts shutting down brain functions of the extremely powerful members and trapping them in dreams while Peter nukes them and takes some new abilities for his collection.
And for Hiro to stop time it basically takes as long as it takes for him to blink.
That's Hiro. He could manipulate time on a global scale as well as teleport around the world. He casually went back to Edo era Japan and stopped time for the whole world for a huge amount of time in the present day before he figured out his powers. Afterwards he was even more OP. And he used a katana.
Hiro is the setup. He can "cast" his time stop extremely quickly and it's his go-to move so he will 100% stop time as soon as the fight starts and keep his people unfrozen. Matt can mindrape the more powerful members of the Avengers who could potentially survive a nuke while they're frozen in time like Hulk, Thor, and Carol. And Peter Petrelli and Ted Sprague(the original radiation guy) can set off a double nuke right on top of all the Avengers. Hiro can also just displace people through time and space. He could drop Hulk in the prehistoric era and take Thor 1,000 years into the future. Or take Iron Man to Nebraska.
Oh, and there's the guy who can make black holes. Hiro could just stop time, let him pop a black hole right in the middle of the Avengers, then teleport to a safe distance.

Oh, and I forgot about Sylar. Who also has an insane amount of powers. Probably the best ones for this are "Melting", which does just what it sounds like and melts whatever he touches. "Disintigration", which causes things to do just that or instantly decay with a snap. And he can do alchemy, so he can touch someone and turn them into salt or gold while they're frozen in time. And he can also control radiation. So you have 3 walking nukes on the Heroes side.
There's pretty much no way the Avengers can take on the entire cast of Heroes even if individually the stronger members beat them in terms of raw power. The amount of stacking broken abilities that the Avengers have little to no defense against is just way too high.
Originally it was everyone around him except people he was actively touching when he stopped time. Eventually, he got powerful enough to just choose who stays unfrozen as long as he's aware of their existence in his vicinity when he stops time. And yeah it's ancient.
Heroes took place over years, and involved time travel quite a bit. By the end of the show, everyone who was still alive was extremely competent with their abilities. And tons of people who were killed before the end were still very competent as well, as some of them had powers long before the show started. Sylar for example started off with the power of "Intuitive Aptitude", which means he just knows how things work. That's why he was a clock repairmen. Originally he had to cut someone's head open and feel around in their brain to gain their powers. Eventually he found out he could get new powers just by forming a bond with the person whose ability he wanted. It's how he got Ell's lightning. Hiro originally had no clue how his powers worked, but by the end of the show he could casually warp through spacetime at will, teleport dozens of people miles at a time, and will people to stay unfrozen when he time stopped just by thinking about them. Everyone in that show who hasn't already gotten a pretty good handle on their powers by the start, definitely are experts by the end.

Unsure how much difference it would make from the other broken abilities but isn't:t Daphne an FTL speedster or something to the point where she could move through Hiro's time-stop?
