The hyperbolic time chamber is located in an entirely different dimension, a dimension that is so far off that the Z fighters couldn't even detect, communicate or sense each other.
This part is important because during Piccolos death, he was able to sense fights that was happening on Namek from King Kai planet that is in an entirely different dimension. Goku was able to talk to Gohan, and others mentally from dimensions away, whereas no communication can be made to anyone in the hyperbolic time chamber. Vegeta who was inside the chamber destroyed the land AND the dimension of the chamber to the point that it took him back to his reality. That's why I said it's more than just a destroying ft.
^ As far as we know, it takes a minimum of Super Boo/SS3 Gotenks-level power to make a small rip between the RoSaT dimension, and the mainstream universe.
That said, if you're just looking for characters who have the raw power to replicate the feat(I'm assuming dimension-hoppers/teleporters aren't applicable, yeah?) then you first have to figure out which comic character(s) are roughly on par with Super Boo, and scale from there.
That said, maybe guys like Trion Juggernaut or SBP?

Dende confirmed that Vegeta destroyed the dimension. Can you see Prime punching the dimension so hard that he destroys it and warps back to his main Universe? Same question for Trion.

...Even Saiyan saga Vegeta had output on that level. That said, the more impressive part is Vegeta reappearing in the mainstream universe after destroying the RoSaT from within -- a feat that requires Super Boo/SS3 Gotenks-level power, and Vegeta did it in his base form. Pretty neat.
But yes, I think Trion and SBP could at least replicate the feat on some level.
