I think Juggernaut could take it. Can't really could Bishop out, bit of a wild card.
Bishop couldn't wax Surfer's board by the way, let alone have access to the same power.

Bishop had to use the X-men to channel the power grid of the entire city to knock out a Juggernaut who had just been knocked senseless and badly damaged by Onslaught.
Juggy destroys Bishop, and makes it ugly.
