I think Supes Red wins. He might be able to manipulate Rulk's gamma radiation. Plus he's able to absorb energy (which Rulk gives out...)...plus he's able to turn intangible meaning Rulk wouldn't be able to hit him unless Supes decided to job...can't he also generate force fields and teleport across time and dimensions?

SR is too versatile.
