I'm going with Eon. Whatever Quasar can do with the Quantum Bands, he could do a hundred times better. Plus he knows the full potential of Quantum Energy, plus he's been around for awhile as well. Quasar has been known for cutting of the flow of power cosmic when battling Thanos/Silver Surfer. He could stop them from summoning more energy, but not erase the energy all ready within their bodies. Eon could do the same to the others.
