Round 1: RotS Obi-Wan is younger, more agile, and has used his saber excessively. He is superior to his older counterpart.
Round 2: ANH Obi-Wan has spent 19 years in meditation, and while not actively using his lightsaber, it is likely that he has actively used the Force, being on the Outer Rim where the Emperor and Vader would have intense difficulty sensing him. I'd say he is superior in the Force.
ANH Obi wan wins all three. The older you get, the more attuned to the force you become. When you are more attuned to the force, your lightsaber skill increases as well. So Escape, I respectfully disagree when you say that ROTS Obi wan is a better lightsaber duelist.
Round 1: We don't know much about ANH's saber skill. But since ROTS was fighting everyday with his saber I think he is the strongest with the saber.
Round 2: ANH for sure, ROTS wasnt great with the force. ANH could talk inside Luke's head right after he died.
Round 3: Two defensive swordmen, I think the advantage in force knowledge gives ANH the victory.
Well, if you think about it - how much saber to saber combat was old Ben doing in comparison to Obi-Wan? I'd surmise not as much as Obi-Wan had to. Obi-Wan had to constantly practice - with other people at that - and keep in good shape to put his lightsaber skills to test, and when he did he was facing some of the most skilled fighters of the era.
The years Ben had hiding in a damn shack on Tatooine surely wouldn't be equal to his freshly trained, and combat ready Obi-Wan I'd think. I know ANH Obi-Wan is still very good with a saber though (the script describes his movements) and that he hasn't lost all touch, but the practicing, combating, and all that I think would net ROTS Obi-Wan the victory in Round 1, so...
Round 2: ANH Obi-Wan.
In all likeliness, as pointed out, ANH Obi-Wan had spent years meditating and no doubt that would increase proficiency with the Force, so I'll give this to ANH Obi-Wan.
Round 3: ??
I really don't know for now. I'll elaborate on this later when I come back. I'm thinking ANH Obi-Wan due to his Force, and the fact his saber skills aren't completely tarnished, but I doubt they are at there peak either.

According to the ANH Novel, Old Ben is better. It says it referring to the force, and it's clear it means overall, also. Saber skills would be close, and I'm still undecided.
So if Obi1 is overall better, then why not gang up with Yoda and semi trained Luke to form a mob and ambush Vader somewhere? After that the Emperor.
There is this thing called motivation. Obi1 was fighting for his cause. He went on that "damn idealistic crusade" with the Republic. He had a reason to live, train, fight and eventually to die. When the Jedi order was wiped out and the Republic hijacked by master YODA getting himself defeated against the Emperor, Obi1 must have wondered why should he even try!
Why bother! All he could do someday would be killing Vader, and what good would that bring? The emperor would sooner or later find another apprentice.
By the time of ANH, the Emperor is more powerful than Yoda, Luke, and Vader. So, while they could likely kill him, ganged up, you're forgetting about the millions and millions of Stormtroopers and military officers that answered to Palpatine - who could protect him.
1. ROTS Kenobi is physically in his prime. His ANH self is older and getting rusty. ROTS Kenobi wins.
2. Both kenobi's are great, but ANH Obi-Wan is old and wise. Mostly what he probably did between ROTS and ANH is watch over Luke and meditate, learn new Force techniques and stuff. I say ANH Kenobi wins.
3. Unless ANH Kenobi pulls out some kick-ass, Dooku style Force powers, which I can't see Obi-Wan doing, than his ROTS version wins.
On second thought how could two Soresu users ever fight? That means one of them would have to attack which wouldn't happen as they both use the defending form. They'd just stand there and stare at each other for a while.
Actually, I'm not very sure about ANH winning the force battle. I mean, neither are using offensive force powers aside from push, and that does not make a very large damage. Therefore I'd say a younger more fresh Obi-Wan would be able to recive more damage than an older Obi-Wan, especially since there is nothing to toss at the other except sand, and nothing to knock someone into except sand. Does anyone know what force powers old Ben has that Obi doesn't?
I guess the only problem for him to be is break through Ben's force defence, but push is kinda hard to defend against....

Obi-Wan as of ANH has been practising both the force and lightsaber combat for years. He has mastered his style to a higher degree and grown stronger in the force. His old age is a tiny variable considerng the big picture.
ANH Kenobi will win the saber duel. Remember Qui-Gon Said that anakin had special powers which is why he appears to have such great reflexes. The more attuned to the force you are, the better fighter you have become and the stronger reflexes you get. That is why the two strongest Jedi force users in the PT era (Yoda Mace) Are the strongest duelist also. Even in the NJO and DN, the strongest force users (Luke by far, Kyp, Kyle and Jacen and so on...) are the best duelist. And besides, don't you think he'd stay in practice to eventually train Luke? ANH wins all I think.

Do we have any proof that ANH Kenobi is actually better at saber combat? No. We dont.
As I recall GL said that the PT is when we'll see real saber duels, cause everyone in the PT is outta practice and old, crippled, or an untrained padawan.
