Imperiex Prime has shown to be a massive multiversal power, The phoenix force on the other hand has no on panel feats that show it is above universal power.
The phoenix force two top feats are holding and molding the 616 universe in her hand, and repairing the K krystal, nothing that is above Universal power.
Imperiex on the other hand, was destroying countless universes, battled the Spectre and won, then battled all of DC, and still wasn't killed, he also absorbed an entire universe for energy after his fight with Spectre.
Going from universe to universe destroying them does not equate you to a multiversal power. To be a multiversal power you have to have the ability to simultaneously apply your power across all the realities of the multiverse. Phoenix did this with the creation of the permanent energy matrix as depicted in Excalibur # 50. Going on universal rampages nowhere near equates you to a being who can hold a universe in its totality in the palm of her hand and manipulate all the matter within right down to the sub atomic within seconds. As depicted in New X-men the Phoenix Consciousness directs its avatars in the maintenance of broken universes. It is very much a multiversal force.

I'm not sure time applies in the situation of the healing.. It might have only been a few panels, but what's time really when you're Pheonix, and altering the universe from the outside?
