I think Havok can store much more energy but Winter can absorb much faster. I think in a fight Winter would likely win most of the time. Just the ability to absorbed faster energy directed at him is an advantage not to mention that he could be immune to energy attacks while Havok is not.
I'd gave Winter 8/10.
