I'll put my money on Pre-crisis Superman, he can speedblitz.
And then to the actual topic. Both have a large array of powers, but I'd still lean to Jack of Hearts, since he probably can endure a lot more damage than Ronan. And of course, Jack of Hearts is way cooler.

Ronan can easily shield himself from JoH's blasts and from there either cause him to age to death, suck him into a black hole, or whatever.
