Tough one to decide.
Even without the "clones"...how does one beat a guy who can instant prep for anything?

If they both fight intelligently taking advantage of their powers, GoG wins.
If they go into a slugfest...Manhunter wins.

In that arc, he could travel in time at will and adjust his strategy anytime. The other GoGs were an extension of that ability...and it the end...GoG was the true victor because of it.
