Felicia for the win. Her equipment and skill let her fight people stronger than her and that isnt the case with Harley.

Ok so Harley has some slight enhancements in her stats. Big WHoop so does felicia. Her costume actually enhances...

Balance-
Her earings are electron aids that allow her to "land on her feet from nearly any position".

Strength-
"The tinkerer has also provided her with power enhancers which provide a moderate boost to her natural strength." Remeber felicia already peak strength for a woman her size and height. She can bench 275 lbs without any help. SHe can throw more thanks to her Judo skills.

In heroes for hire felicia along with tarantula was able to kick man ape hard enough to bleed him. Man ape has low level super strength (few tons) and durabilty.

Her costume also enhances her agility and vision.

Ultimatley it doesnt matter if Harley POSSIBLY is stronger because its skill that wins the fight and black cats skill and augumented stats give her the majority.
