Cloak seems more powerful, but he always gets punked by his own will. I say cloak wins 7/10, but the times Nightcrawler wins it is because he uses his powers more wisely and is nimble enough to avoid getting caught. And the writers will have to make something borderline/foolish happen like Nightcrawler teleports behind cloak and hits his head that for some reason is not intangible.
