Buck would pwn Arrow so badly its not even funny. Buck is one of the top fighters in marvel currently. he beat black widow, he was pwning the punisher until he fought dirty. he pwned crossbones and sin together by himself unarmed and was about to kill crossbones if he didn't get taunted into a conscience by Skull.

Bucky wins, especially in H2H.
If it was Arsenal actually carrying all the stuff he used to carry in the previous Outsiders run I think he could take Bucky from distance.
But the writers in DC found it nice and logical for someone to give up advanced weapons and gadgets, return to using a bow and adopt the exact same persona with his mentor but on different color.
So stupid it's not even funny...
If Ollie and Dinah find Connor, he should also change his color to yellow and then we could have the amazing rainbow arrow family...
So back on topic Bucky kicks his ass and maybe then the DC writers will wake up and make him Arsenal again.
