Easily, the only question is whether he has the endurance to survive the first timestop. Personally I would say he does, and after that point he easily destroys Dio.
You realize that Aizen has dimensional cubes that can permanently imprison an opponent in a prison dimension. The one that would be a problem is Giorno's stand, I'd have to read up on it more.

We know he has Joseph Joestar's hermit purple. Or at least some of Hermit Purple's powers.
It's not that far a stretch to say he would have the other Joestar stand's powers if Jotaro hadn't killed him.
I didn't think it was a fair fight unless I nerfed his time top. At the end of the manga, his time stop was going up a second every panel or two. He started at 5, and was around 12 at the end.
So I cut his timestop off at 15. Plus, he could always vampirize people. and heal with blood drain.
So who can stop him, just curious?
