I think I'm siding with Shiva, pretty much because I see her as the best martial artist in DCU, while the best MA in Marvel is not quite as clear.

Shiva 6/10 if Elektra has her sai (admittedly I just made this up, I'm not even sure if Shiva would win if Elektra has her weapons)
