it's between luthor, stark, and reed.
one, all cobatants have to not only win the fight, but they also and more importantly have to be favorable to the american people, stark is already half way there even before the fight. reed is hghly regarded as well, luthor already won an election but his reputation is not without blemishes.
two, the villains can win with sheer power but their hopes of winning an american election are slim to none. and what the hell is joker doing in this? luthor, doom, and especially magneto will be face-palming the whole year.....if they put up with him that long.
