No. Nobody has translated it, or provided scans (the latter just to my knowledge.) Hokuto no Gun is planning on working on Toki Gaiden when they get scans. Some bastard named Seiken has the ability to provide scans, but won't JUST because people want it.
Once they get it, they'll start translating it, so all we can do is be patient.
