PR Beyonder goes to the DC universe and appears before the Batman. Batman is told that he will be facing an unknown enemy in 10 months' time. He must win or the whole DC multiverse will be destroyed. He is also told that he is allowed to put together whatever machinery/equipment/plan he needs to face this unknown threat. However, there are a few stipulations:
1) He MUST use his own equipment/abilities. No borrowing of powers/gear/abilities/know how from any of his friends/teammates/compatriots/etc.
2) He MUST use his only his OWN resources/money/available possessions to make whatever gear/item/plan he's going to use to defeat this threat. But he has FULL use of Wayne Industries resources. PR Beyonder uses his powers to allow Wayne to use whatever resources he wants from these sources without anyone on DC Earth noticing.
3) He CANNOT inform any of his friends/teammates/compatriots/contacts/etc. about this threat or his multiverse will be destroyed.
4) He CANNOT bring any gear that he's collected from other beings of power/enemies/friends. He can only bring things that he built himself from scratch.
5) He is allowed to see the battlefield that he will be put in, an indestructible dome (perfect half-sphere) arena that has a radius of a mile (and thus, a height of half a mile) and he is also allowed to visit it and put whatever traps, equipment, gear he wants in it.
6) He MUST fight to the death and he is not allowed to communicate with his opponent.
On the day of the battle, PR Beyonder kindaps current Surfer out of the Marvel universe and teleports him to the battlefield. He is told that he must battle the Batman (giving a history of the bats that is common knowledge in the DC Universe) and gives him a brief lowdown on the rules that apply. Surfer is given 5 minutes to prep/amp/scan the battlefield and do whatever he wants to get ready before Batman is teleported in. PR Beyonder then releases a black hole in Marvel Earth that slowly engulfs the universe but is exponentially growing every second it is there. It will grow large enough to consume the whole Marvel multiverse in 24 hours.
Batman can take out entire JLA. With 10 months of prep and ability to use all his resources (previously impossible, I would say he has only been using a small fraction), I would say he "finds a way".
just to be clear, so batman has no idea who or what the threat is? he isnt given any information regarding the nature of the threat its source of power or form or whatever? just a vague "hey there's a threat coming prepare for it"?

Surfer 10/10.
even with knowledge of The Surfer, Batman has nothing that can cope with his immense versatility and power.
Surfer, in that brief 5minutes, would be able to read Batman's mind or peer into the near-future and thus totally own whatever preparations Batman has.
oh and Surfer could just cast some powerful illusions, which Batman's mortal-senses wouldn't be able to distinguish from reality...
Well, it's still prep per se. He knows that he will be fighting an opponent, he is given a battlefield and he is told of the cost of losing. Just because he gets little details on the abilities of the threat, doesn't mean he can't prepare for it.
For example, he can set up force fields in the area where he can find cover. Set up traps, etc. Also, he can put on a Super armor that gives him superman level abilities, etc. Also, I never mentioned anything about copying existing tech that he can reverse engineer. :-/

Given Bats' prep prowess, the above conditions -- probably more than anything else -- likely ensure 10/10 Surfer ftw, especially as Surfer may recall how Doom tricked him to steal his powers ("H'mm...another human with brains and equipment...").
If Surfer did not know who he was up against, and if Batman was the one forewarned of his opponent's abilities, then I could see Batman winning, if only the first round or two.
