Hard to say. They both can climb walls, like nothing. They are both really strong.
From what I could tell from the movie, Wolfman is stronger...by a significant margin. He could just swipe his hand and decapitate someone all the way up to another werewolf.
The Lycan's have better regeneration, though....well, sort of. It seems like the "wolfman" werewolf healed completely from his nightly exploits...cept when the plot called for it at the very end of the film. 
I give it to wolfman simply beacuse he was tearing people, limb from limb, literally. Just one swipe to the Lycan and the head is gone.
Strength-wise and fairness wise, I think you should make it Wolfman vs. William.
