Toss up, imo. Scott's more powerful compared to, say, Hal. Remember when he sped up the evolution of an entire race in Crisis Times Five? And the mace he created allowed Hawkman to beat Black Adam black and blue (Which makes you wonder why Sentinel can't just do that himself, or through one of his constructs.)
