standard nate isn't above god cable IMO. God Cable multitask may take it if he goes allout because at his peak he was manipulating his virus, the floating island, and fight stomping at the same time. Rachel Grey doesn't have enough experience IMO and unless its shaman Nate he's not going to take it.
I would say Rachel with the Phoenix Echo has equitable power compared to Cable/X-Man. She did stalemate Vulcan, and Gladiator which is a nice plus. But her level of incompetence hurts her.
Really it comes down to Jesus Cable vs Shaman X-Man. And I think X-Man edges out Cable, since he can manipulate his psionics in ways that Cable can not.
X-man can manipulate but I think that Cable has more experience and raw power in god cable incarnation. It doesn't matter than X-man has over 9000 ways to beat someone if God Cable can have 1 way with guaranteed results. Cable is much more ruthless than Xman and would probably go for the efficient instant kill on Xman whereas Nate has the tendency to make a big show if he ever kills someone IMO whereas cable can and has done so with about as much care as I have put into taking a piss.
If X-Man is convinced that there is no other method to end a dispute then by killing you, then he will do so. That was one of his big selling trademark in his run under Warren Ellis “Counter-X“. I would think that under KMC rules, he would be operating under this state of mind. I also believe X-Man is more powerful then Cable.
I actually give Cable the advantage in terms of combat experience, and battle tactics even over the Shaman version. But X-Man edges him out in knowing how to manipulate psi. X-Man precog, coupled with manipulating time/space is difficult to beat. I don’t think Cable has a counter for that.
Rachel on the other hand does, but she is written down to be this Red Head going blonde at any given moment.
God cable could overcome time issues with tech though. But I do see your point. hmm... Make it no technovirus full potential god cable and this would be an interesting fight. As much as I hate to say it Rachel is really a non issue in this due to lack of experience as well as the fact that God Cable and Shaman Nate are nearly in a class of their own as far as mutant psychics go.
