i use to think Hawkman's strength was just slightly enhanced but DC never ever ever.....ever is specific or consistent with their characters strength,,,

He's either close to it or slightly above but his main advantage over Cage in h/h is skill and HF which compensates for the durability shortage.

Ditto Cage hurting Thing, Hulk, or Rhino, or absorbing man (Defeated, actually) pre bendis.

HM has the skills, maybe, but Cage is no slouch, and received some training from Rand and Cap. In a pure slugfest, Cage's durability should cover the skill gap.

HM dominates with weapons, obviously.
