Man, been a long time since I've seen the horror that is Superman 4. I'd have to go with Nuclear Man though, since I think he gave Supes more trouble than Zod alone.

Nuclear Man easily.
The way Nuclear Man vs Superman was going down, one really got the impression that in a straight up fight, Nuclear Man could take a solid majority.
I can't even call Superman 4 a bad comic book movie, simply because Nuclear Man was just so damn threatening as a villain. Superman 3 was the only Reeves Superman movie that I thought sucked.
