Kurt's method of teleportation is very different from a Jumper, and Roland would probably have no way of tracking him. In a straight up fight, he's a much better combatant than a Jumper, stronger, and has one of the best teleportation fight scenes in movie history.
He stomps.

He casually flung a man across the oval office with a flick of his tail. His blows were sending people flipping and hurtling dozens of feet through the air. And he was dodging bullets without even teleporting. He's much faster, more agile, stronger, and a better fighter. This is all evidenced by the white house scene; especially since he's mixing martial arts with teleportation. Roland never even fought anyone with half decent skills.
