Realistically Bryan would walk over Paul simply because of his unlimited stamina and cybernetic body parts but viewing T6 trailer, they seemed to be in equal footing (or at least Paul was doing well but Bryan was laughing or such). Wouldn't be suprised one bit if Paul is equivalent to him seeing as how he seemed to be a low end meta in striking power.
As for the canonical achievements paul had so you guys could gauge him
He beat the first kuma
He Stalemated Kazuya (unsure really)
He beat the first Ogre incarnation (ancient ogre, basically a fighting God who killed King 1, may or may not have done so to jun)
He's beaten both Kuma I and Kuma II.
Drew with Kazuya prior to T1. Kazuya beat him in T1.
He possibly won against Jin in T3, and he's assumed to have beaten Heihachi as well (seeing as how he faced Ogre first)
He beat Steve in T4, but lost to Kuma II.
