I'm not exactly sure as to how Dream's abilities work (I've only read one trade paperback with the Endless), but wouldn't even Hell be one of the realms that he operates fully in?

Dream has been to Hell a few times now. He was able to operate there just fine.

However, Dream is most powerful (nigh-omnipotent) within the Dreaming, obviously.

So would Spawn at this level be around someone like Mephisto in his realm? That would be near omnipotent I would think, but maybe not near enough to beat Dream.

I heard that they were planetary, each planet had their own god and Satan. It was just earth's that were childish and causing problems.

He was always portrayed as someone while powerful nowhere near unbeatable. His own object was turned against him by a mere human. To act like this guy crapped all over universal power is disingenuous. He's powerful but acting like you need to be multiversal level in power to beat him is just complete horsepiss.
