Technically Jonathan could be just as powerful if he stuck himself in the sun for x number of years. However Clark was powering the superman dynasty too. For all intents and purposes he should be considered a pantheon head. though Jonathon has more god blood in his veins via Diana and Clark. Would have been interesting to see Rao's blood+Olympian pantheon magic/divine influence would have panned out if he joined a pantheon.
This is hard to say. Personally I say Clark. He's got universal hax

I looked up the powers, all it says in comicvine is that he has both combined powers and can traverse realities. Doesnt sound very impressive. I bet that Prime can do that.
