Considering that only using Alan's ring when he was just a GL prior to the Sentinel upgrade Abin Sur easily defeated a villain who had beaten him and taken his ring and those of several other lanterns ( GL Corps Quarterly). I would say Alan after the sentinel upgrade and his proven greater will should take Hal with only 1.
That was DoV. They needed not just a person with Hal's willpower, but a dead person with Hal's willpower. That's why they wanted Hal, who was dead at the time. In that quote, Alan wasn't comparing Hal to anyone living (e.g. himself).
